Michael Caljouw is Vice President for Government and Regulatory Affairs at Blue Cross Blue Shield of Massachusetts. Mr. Caljouw leads the largest domestic health plan’s regulatory, policy and legislative agenda for Massachusetts. He also oversees the company’s contracts division. He previously led Blue Cross’ commercial merged market segment.

Prior to BCBSMA, he was senior counsel for administrative law, regulatory compliance, licensing and insurance law at the national law firm Holland and Knight. Mr. Caljouw spent ten years in leadership positions in Massachusetts government including General Counsel to the Division of Insurance and Deputy Director, General Counsel and Chief of Staff for the Executive Office of Consumer Affairs and Business Regulation regulating health plans, insurers, banks and professional licensure boards. He was lead regulatory counsel on numerous corporate transactional reviews and contentious insurance rate filings. Mr. Caljouw previously directed the Office of the Senate Minority Leader as Chief of Staff and Legal Counsel.       

Raised in Boston, Mr. Caljouw graduated from Boston Latin School, Williams College and Suffolk University Law School, serving on the Law Review and earning his Juris Doctorate cum laude.  He has taught at Boston University School of Law.  He frequently presents on topics of interest to the health care, legal and public policy community (with recent focus on the financial landscape and workforce challenges for the health care sector).

Mr. Caljouw is the Chair of the Board of Advisors of the Rappaport Center for Law and Public Policy. He is an advisory board member to the Massachusetts Health Policy Commission and is a member of the Board of Directors for the Massachusetts Health Policy Forum and Associated Industries of Massachusetts. He is on the Executive Committee and a member of the Board of the Massachusetts Taxpayers’ Foundation.  A former Chair of the Board for the Boston Latin School Association, Mr. Caljouw now serves on several committees supporting greater equity and continued excellence at the old public school in the United States, Boston Latin School. He is an active mentor to emerging leaders in the public policy and health sectors and his work has been recognized with the Better Government Award and Suffolk University Law School’s Outstanding Alumni Service Award.  

Mr. Caljouw and his wife Ann-Margaret have two grown children and they reside in Boston with Carly, their amazing goldendoodle.
