The Massachusetts Taxpayers Foundation released its annual report on municipal finances this week and it’s another sorry tale of budgets battered by the bad economy and the associated drop in tax revenue. The report notes that cities and towns experienced “the most difficult two-year period in the Proposition 2 1⁄2 era” over the last two fiscal years.
