Gov. Deval Patrick signs budget, cuts local funds

Michael J. Widmer, president of the Massachusetts Taxpayers Foundation, said the budget will be "a body blow" for most municipalities. Widmer said it will mean cuts in teachers, police, fire and public works. "We're going to see thousands of layoffs across the commonwealth," Widmer said.
